Handwringing about political apathy is as old as democracy itself. As early as 425 BC, the playwright Aristophanes ridiculed his fellow Athenians for gossiping in the market instead of voting. In more recent decades, calls for greater civic engagement as a democratic cure-all have met with widespread agreement. But how realistic, or helpful, is it to expect citizens to devote more attention and energy to politics? This book provides a surprising new perspective on the problem of civic engagement, challenging idealists who aspire to revolutionize democracies and their citizens, but also taking issue with cynics who think that citizens cannot, and need not, do better. “Civic engagement” has become an unwieldy and confusing catchall, the book argues. We should talk instead of political, social, and moral engagement, figuring out which kinds of engagement make democracy work better, and how we might promote them. Focusing on political engagement and taking Alexis de Tocqueville and Hannah Arendt as guides, the book identifies ways to achieve the political engagement we want and need without resorting to coercive measures such as compulsory national service or mandatory voting. By providing a realistic account of the value of political engagement and practical strategies for improving it, while avoiding proposals we can never hope to achieve, the book makes a persuasive case for a public philosophy that much of the public can actually endorse.Less

From the 1980s through the first decade of the twenty-first century, the spread of democracy across the developing and postcommunist worlds transformed the global political landscape. What drove these changes and what determined whether the emerging democracies would stabilize or revert to authoritarian rule? This book takes a comprehensive look at the transitions to and from democracy in recent decades. Deploying both statistical and qualitative analysis, the book engages with theories of democratic change and advocates approaches that emphasize political and institutional factors. While inequality has been a prominent explanation for democratic transitions, the book argues that its role has been limited, and elites as well as masses can drive regime change. Examining seventy-eight cases of democratic transition and twenty-five cases of reversion to autocracy since 1980, the book shows how differences in authoritarian regimes and organizational capabilities shape popular protest and elite initiatives in transitions to democracy, and how institutional weaknesses cause some democracies to fail. The determinants of democracy lie in the strength of existing institutions and the public's capacity to engage in collective action. There are multiple routes to democracy, but those growing out of mass mobilization may provide more checks on incumbents than those emerging from intra-elite bargains. Moving beyond well-known beliefs regarding regime changes, this book explores the conditions under which transitions to democracy are likely to arise.Less

This book traces the reorientation of modern liberalism and the Democratic Party away from their roots in labor union halls of northern cities to white-collar professionals in postindustrial high-tech suburbs, and casts new light on the importance of suburban liberalism in modern American political culture. Focusing on the suburbs along the high-tech corridor of Route 128 around Boston, the book challenges conventional scholarly assessments of Massachusetts exceptionalism, the decline of liberalism, and suburban politics in the wake of the rise of the New Right and the Reagan Revolution in the 1970s and 1980s. Although only a small portion of the population, knowledge professionals in Massachusetts and elsewhere have come to wield tremendous political leverage and power. By probing the possibilities and limitations of these suburban liberals, this rich and nuanced account shows that—far from being an exception to national trends—the suburbs of Massachusetts offer a model for understanding national political realignment and suburban politics in the second half of the twentieth century.Less

From 1789 to 1913, U.S. senators were not directly elected by the people—instead the Constitution mandated that they be chosen by state legislators. This radically changed in 1913, when the Seventeenth Amendment to the Constitution was ratified, giving the public a direct vote. This book investigates the electoral connections among constituents, state legislators, political parties, and U.S. senators during the age of indirect elections. The book finds that even though parties controlled the partisan affiliation of the winning candidate for Senate, they had much less control over the universe of candidates who competed for votes in Senate elections and the parties did not always succeed in resolving internal conflict among their rank and file. Party politics, money, and personal ambition dominated the election process, in a system originally designed to insulate the Senate from public pressure. The book uses an original data set of all the roll call votes cast by state legislators for U.S. senators from 1871 to 1913 and all state legislators who served during this time. Newspaper and biographical accounts uncover vivid stories of the political maneuvering, corruption, and partisanship—played out by elite political actors, from elected officials, to party machine bosses, to wealthy business owners—that dominated the indirect Senate elections process. The book raises important questions about the effectiveness of Constitutional reforms, such as the Seventeenth Amendment, that promised to produce a more responsive and accountable government.Less

But this picture of citizens all too often approaches caricature. This book brings together leading political scientists who offer new insights into the political thinking of the public, the causes of party polarization, the motivations for political participation, and the paradoxical relationship between turnout and democratic representation. These studies propel a foundational argument about democracy. Voters can only do as well as the alternatives on offer. These alternatives are constrained by third players, in particular activists, interest groups, and financial contributors. In the 1880s, women were barred from voting in all national-level elections, but by 1920 they were going to the polls in nearly thirty countries. What caused this massive change? Contrary to conventional wisdom, it was not because of progressive ideas about women or suffragists' pluck. In most countries, elected politicians fiercely resisted enfranchising women, preferring to extend such rights only when it seemed electorally prudent and necessary to do so. This book demonstrates that the formation of a broad movement across social divides, and strategic alliances with political parties in competitive electoral conditions, provided the leverage that ultimately transformed women into voters. As the book shows, in competitive environments, politicians had incentives to seek out new sources of electoral influence. A broad-based suffrage movement could reinforce those incentives by providing information about women's preferences, and an infrastructure with which to mobilize future female voters. At the same time that politicians wanted to enfranchise women who were likely to support their party, suffragists also wanted to enfranchise women whose political preferences were similar to theirs. In contexts where political rifts were too deep, suffragists who were in favor of the vote in principle mobilized against their own political emancipation. Exploring tensions between elected leaders and suffragists and the uncertainty surrounding women as an electoral group, the book sheds new light on the strategic reasons behind women's enfranchisement.Less

In recent decades, governments and NGOs—in an effort to promote democracy, freedom, fairness, and stability throughout the world—have organized teams of observers to monitor elections in a variety of countries. But when more organizations join the practice without uniform standards, are assessments reliable? When politicians nonetheless cheat and monitors must return to countries even after two decades of engagement, what is accomplished? This book argues that the practice of international election monitoring is broken, but still worth fixing. By analyzing the evolving interaction between domestic and international politics, the book refutes prevailing arguments that international efforts cannot curb government behavior and that democratization is entirely a domestic process. Yet, the book also shows that democracy promotion efforts are deficient and that outside actors often have no power and sometimes even do harm. Analyzing original data on over 600 monitoring missions and 1,300 elections, the book grounds its investigation in solid historical context as well as studies of long-term developments over several elections in fifteen countries. It pinpoints the weaknesses of international election monitoring and looks at how practitioners and policymakers might help to improve them.Less

In 2005, twelve cartoons mocking the prophet Mohammed appeared in the Danish newspaper Jyllands-Posten, igniting a political firestorm over demands by some Muslims that the claims of their religious faith take precedence over freedom of expression. Given the explosive reaction from Middle Eastern governments, Muslim clerics, and some Danish politicians, the stage was set for a backlash against Muslims in Denmark. But no such backlash occurred. This book shows how the majority of ordinary Danish citizens provided a solid wall of support for the rights of their country's growing Muslim minority, drawing a sharp distinction between Muslim immigrants and Islamic fundamentalists and supporting the civil rights of Muslim immigrants as fully as those of fellow Danes—for example, Christian fundamentalists. Building on randomized experiments conducted as part of large, nationally representative opinion surveys, the book also demonstrates how the moral covenant underpinning the welfare state simultaneously promotes equal treatment for some Muslim immigrants and opens the door to discrimination against others. Revealing the strength of Denmark's commitment to democratic values, the book underlines the challenges of inclusion but offers hope to those seeking to reconcile the secular values of liberal democracy and the religious faith of Muslim immigrants in Europe.Less

Pragmatism and its consequences are central issues in American politics today, yet scholars rarely examine in detail the relationship between pragmatism and politics. This book systematically explores the subject and makes a strong case for adopting a pragmatist approach to democratic politics—and for giving priority to democracy in the process of selecting and reforming political institutions. What is the primary value of democracy? When should we make decisions democratically and when should we rely on markets? And when should we accept the decisions of unelected officials, such as judges or bureaucrats? This book explores how a commitment to pragmatism should affect our answers to such important questions. It concludes that democracy is a good way of determining how these kinds of decisions should be made—even if what the democratic process determines is that not all decisions should be made democratically. So, for example, the democratically elected U.S. Congress may legitimately remove monetary policy from democratic decision-making by putting it under the control of the Federal Reserve. This book argues that pragmatism offers an original and compelling justification of democracy in terms of the unique contributions democratic institutions can make to processes of institutional choice. This focus highlights the important role that democracy plays, not in achieving consensus or commonality, but rather in addressing conflicts. Indeed, the book suggest that democratic politics is perhaps best seen less as a way of reaching consensus or agreement than as a way of structuring the terms of persistent disagreement.Less

Politically active individuals and organizations make huge investments of time, energy, and money to influence everything from election outcomes to congressional subcommittee hearings to local school politics, while other groups and individual citizens seem woefully underrepresented in our political system. This book is a comprehensive and systematic examination of political voice in America, and its findings are sobering. The book looks at the political participation of individual citizens alongside the political advocacy of thousands of organized interests—membership associations such as unions, professional associations, trade associations, and citizens groups, as well as organizations like corporations, hospitals, and universities. Drawing on numerous in-depth surveys of members of the public as well as the largest database of interest organizations ever created—representing more than 35,000 organizations over a 25-year period—this book conclusively demonstrates that American democracy is marred by deeply ingrained and persistent class-based political inequality. The well-educated and affluent are active in many ways to make their voices heard, while the less advantaged are not.
