Successful democracies throughout history have used the technology of their time to gather information for better governance. Our challenge is no different today, but it is more urgent because the accelerating pace of technological change creates potentially enormous dangers as well as benefits. This book shows how to adapt democracy to new information technologies that can enhance political decision making and enable us to navigate the social rapids ahead. This book demonstrates how these new technologies combine to address a problem as old as democracy itself—how to help citizens better evaluate the consequences of their political choices. As society became more complex in the nineteenth century, social planning became a top-down enterprise delegated to experts and bureaucrats. Today, technology increasingly permits information to bubble up from below and filter through more dispersed and competitive sources. The book explains how to use fast-evolving information technologies to more effectively analyze past public policy, bring unprecedented intensity of scrutiny to current policy proposals, and more accurately predict the results of future policy. But he argues that we can do so only if government keeps pace with technological change. For instance, it must revive federalism to permit different jurisdictions to test different policies so that their results can be evaluated, and it must legalize information markets to permit people to bet on what the consequences of a policy will be even before that policy is implemented. This book reveals how we can achieve a democracy that is informed by expertise and social-scientific knowledge while shedding the arrogance and insularity of a technocracy.Less

This book examines postwar settlements in modern history, arguing that powerful countries do seek to build stable and cooperative relations, but the type of order that emerges hinges on their ability to make commitments and restrain power. The book explains that only with the spread of democracy in the twentieth century and the innovative use of international institutions—both linked to the emergence of the United States as a world power—has order been created that goes beyond balance of power politics to exhibit “constitutional” characteristics. The book argues that waves of regime change are driven by the aftermath of cataclysmic disruptions to the international system. These hegemonic shocks, marked by the sudden rise and fall of great powers, have been essential and often-neglected drivers of domestic transformations. Though rare and fleeting, they not only repeatedly alter the global hierarchy of powerful states but also create unique and powerful opportunities for sweeping national reforms—by triggering military impositions, swiftly changing the incentives of domestic actors, or transforming the basis of political legitimacy itself. Like the wars fought in its name, these measures are supposed to make us safer in a post-9/11 world. But do they? This book explains how these regimes of command-and-control not only annoy and intimidate but are counterproductive. The book takes the reader through the sites, the gizmos, and the politics to urge greater trust in basic citizen capacities—along with smarter design of public spaces. The book criticizes a range of security structures and protocols: airport security that requires body searches while generating long lines of queuing people; New Orleans water projects that precipitated the Hurricane Katrina flood, and the militarized disaster response that further endangered residents; even gender-segregated public restrooms. The book recommends simple improvements, from better structural design and signage to assist evacuations to customer-service procedures that help employees to spot trouble. More so, it argues for a shift away from command and control toward a security philosophy that empowers ordinary people to handle crises. The result is a far-reaching re-examination of the culture of public fear.Less

Federal housing finance policy and mortgage-backed securities have gained widespread attention in recent years because of the 2008 financial crisis, but issues of government credit have been part of American life since the nation's founding. From the 1780s, when a watershed national land credit policy was established, to the postwar foundations of our current housing finance system, this book examines the evolution of securitization and federal credit programs. The book shows that since the Westward expansion, the US government has used financial markets to manage America's complex social divides, and politicians and officials across the political spectrum have turned to land sales, home ownership, and credit to provide economic opportunity without the appearance of market intervention or direct wealth redistribution. Highly technical systems, securitization, and credit programs have been fundamental to how Americans determined what they could and should owe one another. Over time, government officials embraced credit as a political tool that allowed them to navigate an increasingly complex and fractured political system, affirming the government's role as a consequential and creative market participant. Neither intermittent nor marginal, credit programs supported the growth of powerful industries, from railroads and farms to housing and finance; have been used for disaster relief, foreign policy, and military efforts; and were promoters of amortized mortgages, lending abroad, venture capital investment, and mortgage securitization. Illuminating America's market-heavy social policies, this book illustrates how political institutions became involved in the nation's lending practices.Less

Americans today face no shortage of threats to their financial well-being, such as job and retirement insecurity, health care costs, and spiraling college tuition. While one might expect that these concerns would motivate people to become more politically engaged on the issues, this often doesn't happen, and the resulting inaction carries consequences for political debates and public policy. Moving beyond previously studied barriers to political organization, this book sheds light on the public's inaction over economic insecurities by showing that the rhetoric surrounding these issues is actually self-undermining. By their nature, the very arguments intended to mobilize individuals—asking them to devote money or time to politics—remind citizens of their economic fears and personal constraints, leading to undermobilization and nonparticipation. The book explains why the set of people who become politically active on financial insecurity issues is therefore quite narrow. When money is needed, only those who care about the issues but are not personally affected become involved. When time is needed, participation is limited to those not personally affected or those who are personally affected but outside of the labor force with time to spare. The latter explains why it is relatively easy to mobilize retirees on topics that reflect personal financial concerns, such as Social Security and Medicare. In general, however, when political representation requires a large group to make their case, economic insecurity threats are uniquely disadvantaged. Scrutinizing the foundations of political behavior, the book offers a new perspective on collective participation.Less

Religion and liberty are often thought to be mutual enemies: if religion has a natural ally, it is authoritarianism—not republicanism or democracy. This book challenges this conventional wisdom. It argues that political emancipation and the defense of political liberty have always required the self-sacrifice of people with religious sentiments and a religious devotion to liberty. This is particularly the case when liberty is threatened by authoritarianism: the staunchest defenders of liberty are those who feel a deeply religious commitment to it. The book makes its case by reconstructing, for the first time, the history of the Italian “religion of liberty,” covering its entire span but focusing on three key examples of political emancipation: the free republics of the late Middle Ages, the Risorgimento of the nineteenth century, and the antifascist Resistenza of the twentieth century. In each example, the book shows, a religious spirit that regarded moral and political liberty as the highest goods of human life was fundamental to establishing and preserving liberty. It also shows that when this religious sentiment has been corrupted or suffocated, Italians have lost their liberty. This book makes a powerful and provocative contribution to today's debates about the compatibility of religion and republicanism.Less

Handwringing about political apathy is as old as democracy itself. As early as 425 BC, the playwright Aristophanes ridiculed his fellow Athenians for gossiping in the market instead of voting. In more recent decades, calls for greater civic engagement as a democratic cure-all have met with widespread agreement. But how realistic, or helpful, is it to expect citizens to devote more attention and energy to politics? This book provides a surprising new perspective on the problem of civic engagement, challenging idealists who aspire to revolutionize democracies and their citizens, but also taking issue with cynics who think that citizens cannot, and need not, do better. “Civic engagement” has become an unwieldy and confusing catchall, the book argues. We should talk instead of political, social, and moral engagement, figuring out which kinds of engagement make democracy work better, and how we might promote them. Focusing on political engagement and taking Alexis de Tocqueville and Hannah Arendt as guides, the book identifies ways to achieve the political engagement we want and need without resorting to coercive measures such as compulsory national service or mandatory voting. By providing a realistic account of the value of political engagement and practical strategies for improving it, while avoiding proposals we can never hope to achieve, the book makes a persuasive case for a public philosophy that much of the public can actually endorse.Less

Most theories of elections assume that voters and political actors are fully rational. While these formulations produce many insights, they also generate anomalies—most famously, about turnout. The rise of behavioral economics has posed new challenges to the premise of rationality. This book provides a behavioral theory of elections based on the notion that all actors—politicians as well as voters—are only boundedly rational. The theory posits learning via trial and error: actions that surpass an actor’s aspiration level are more likely to be used in the future, while those that fall short are less likely to be tried later. Based on this idea of adaptation, the book constructs formal models of party competition, turnout, and voters’ choices of candidates. These models predict substantial turnout levels, voters sorting into parties, and winning parties adopting centrist platforms. In multiparty elections, voters are able to coordinate vote choices on majority-preferred candidates, while all candidates garner significant vote shares. Overall, the behavioral theory and its models produce macroimplications consistent with the data on elections, and they use plausible microassumptions about the cognitive capacities of politicians and voters. A computational model accompanies the book and can be used as a tool for further research.Less

Policymakers have rallied around the notion that the fostering of religious freedom, interfaith dialogue, religious tolerance, and protections for religious minorities are the keys to combating persecution and discrimination. This book argues that these initiatives create the very social tensions and divisions they are meant to overcome. This book examines the politics of the United States' westward expansion, showing how the government's regulation of population movements on the frontier, both settlement and removal, advanced national aspirations for empire and promoted the formation of a white settler nation. The book details how a government that struggled to exercise plenary power used federal land policies to assert authority over the direction of expansion by engineering the pace and patterns of settlement and to control the movement of populations. At times, the government mobilized populations for compact settlement in strategically important areas of the frontier; at other times, policies were designed to actively restrain settler populations in order to prevent violence, international conflict, and breakaway states. The book examines how these settlement patterns helped construct a dominant racial vision for America by incentivizing and directing the movement of white European settlers onto indigenous and diversely populated lands. The book pays close attention to the failures as well, from the lack of further expansion into Latin America to the defeat of the black colonization movement. How did the federal judiciary transcend early limitations to become a powerful institution of American governance? How did the Supreme Court move from political irrelevance to political centrality? This book uncovers the causes and consequences of judicial institution building in the United States from the commencement of the new government in 1789 through the close of the twentieth century. Explaining why and how the federal judiciary became an independent, autonomous, and powerful political institution, the book moves away from the notion that the judiciary is exceptional in the scheme of American politics, illustrating instead how it is subject to the same architectonic politics as other political institutions. Arguing that judicial institution building is fundamentally based on a series of contested questions regarding institutional design and delegation, the book develops a theory to explain why political actors seek to build the judiciary and the conditions under which they are successful. It both demonstrates how the motivations of institution-builders ranged from substantive policy to partisan and electoral politics to judicial performance, and details how reform was often provoked by substantial changes in the political universe or transformational entrepreneurship by political leaders. How has this state, more than any other, enacted so many innovative and stringent environmental regulations over such a long period of time? This book shows why the Golden State has been at the forefront in setting new environmental standards, often leading the rest of the nation. From the establishment of Yosemite, America's first protected wilderness, and the prohibition of dumping gold-mining debris in the nineteenth century to sweeping climate-change legislation in the twenty-first, the book traces California's remarkable environmental policy trajectory. It explains that this pathbreaking role developed because California had more to lose from environmental deterioration and more to gain from preserving its stunning natural geography. As a result, citizens and civic groups effectively mobilized to protect and restore their state's natural beauty and, importantly, were often backed both by business interests and by strong regulatory authorities. Why are Americans governed by the rich? Millionaires make up only three percent of the public but control all three branches of the federal government. How did this happen? What stops lower-income and working-class Americans from becoming politicians? This book is a compelling and comprehensive account of why so few working-class people hold office—and what reformers can do about it. It debunks popular misconceptions (like the idea that workers are unelectable or unqualified to govern), identifies the factors that keep lower-class Americans off the ballot and out of political institutions, and evaluates a variety of reform proposals. The book shows that in the United States elections have a built-in “cash ceiling,” a series of structural barriers that make it almost impossible for the working-class to run for public office. Elections take a serious toll on candidates, many working-class Americans simply cannot shoulder the practical burdens, and civic and political leaders often pass them over in favor of white-collar candidates. But these obstacles are not inevitable. Pilot programs to recruit, train, and support working-class candidates have the potential to increase the economic diversity of our governing institutions and ultimately amplify the voices of ordinary citizens. Why do so many young refugees of war-ravaged and failed states end up warehoused in camps, victimized by the sex trade, or enlisted as child soldiers? This book provides the first comprehensive account of the widespread but neglected global phenomenon of child migration, exploring the complex challenges facing children and adolescents who move to join their families, those who are moved to be exploited, and those who move simply to survive. It looks at the often-insurmountable obstacles we place in the paths of adolescents fleeing war, exploitation, or destitution; the contradictory elements in our approach to international adoption; and the limited support we give to young people brutalized as child soldiers. The book challenges the prevailing wisdom that widespread protection failures are caused by our lack of awareness of the problems these children face, arguing instead that our societies have a deep-seated ambivalence to migrant children—one we need to address head-on. Westerners tend to divide the political world into “good” democracies and “bad” authoritarian regimes, but the Chinese political model does not fit neatly in either category. Over the past three decades, China has evolved a political system that can best be described as “political meritocracy.” This book seeks to understand the ideals and the reality of this unique political system. How do the ideals of political meritocracy set the standard for evaluating political progress (and regress) in China? How can China avoid the disadvantages of political meritocracy? And how can political meritocracy best be combined with democracy? This book answers these questions and more. Opening with a critique of “one person, one vote” as a way of choosing top leaders, it argues that Chinese-style political meritocracy can help to remedy the key flaws of electoral democracy. It discusses the advantages and pitfalls of political meritocracy, distinguishes between different ways of combining meritocracy and democracy, and argues that China has evolved a model of democratic meritocracy that is morally desirable and politically stable. This book presents an important new account of Johann Gottlieb Fichte's Closed Commercial State, a major early nineteenth-century development of Rousseau and Kant's political thought. This book shows how Fichte reformulated Rousseau's constitutional politics and radicalized the economic implications of Kant's social contract theory with his defense of the right to work. The book argues that Fichte's sequel to Rousseau and Kant's writings on perpetual peace represents a pivotal moment in the intellectual history of the pacification of the West. Fichte claimed that Europe could not transform itself into a peaceful federation of constitutional republics unless economic life could be disentangled from the competitive dynamics of relations between states, and he asserted that this disentanglement required transitioning to a planned and largely self-sufficient national economy, made possible by a radical monetary policy. Fichte's ideas have resurfaced with nearly every crisis of globalization from the Napoleonic wars to the present, and his book remains a uniquely systematic and complete discussion of what John Maynard Keynes later termed “national self-sufficiency.” Fichte's provocative contribution to the social contract tradition reminds us, the book concludes, that the combination of a liberal theory of the state with an open economy and international system is a much more contingent and precarious outcome than many recent theorists have tended to assume.Less
