Federal housing finance policy and mortgage-backed securities have gained widespread attention in recent years because of the 2008 financial crisis, but issues of government credit have been part of American life since the nation's founding. From the 1780s, when a watershed national land credit policy was established, to the postwar foundations of our current housing finance system, this book examines the evolution of securitization and federal credit programs. The book shows that since the Westward expansion, the US government has used financial markets to manage America's complex social divides, and politicians and officials across the political spectrum have turned to land sales, home ownership, and credit to provide economic opportunity without the appearance of market intervention or direct wealth redistribution. Highly technical systems, securitization, and credit programs have been fundamental to how Americans determined what they could and should owe one another. Over time, government officials embraced credit as a political tool that allowed them to navigate an increasingly complex and fractured political system, affirming the government's role as a consequential and creative market participant. Neither intermittent nor marginal, credit programs supported the growth of powerful industries, from railroads and farms to housing and finance; have been used for disaster relief, foreign policy, and military efforts; and were promoters of amortized mortgages, lending abroad, venture capital investment, and mortgage securitization. Illuminating America's market-heavy social policies, this book illustrates how political institutions became involved in the nation's lending practices.Less

Most theories of elections assume that voters and political actors are fully rational. While these formulations produce many insights, they also generate anomalies—most famously, about turnout. The rise of behavioral economics has posed new challenges to the premise of rationality. This book provides a behavioral theory of elections based on the notion that all actors—politicians as well as voters—are only boundedly rational. The theory posits learning via trial and error: actions that surpass an actor’s aspiration level are more likely to be used in the future, while those that fall short are less likely to be tried later. Based on this idea of adaptation, the book constructs formal models of party competition, turnout, and voters’ choices of candidates. These models predict substantial turnout levels, voters sorting into parties, and winning parties adopting centrist platforms. In multiparty elections, voters are able to coordinate vote choices on majority-preferred candidates, while all candidates garner significant vote shares. Overall, the behavioral theory and its models produce macroimplications consistent with the data on elections, and they use plausible microassumptions about the cognitive capacities of politicians and voters. A computational model accompanies the book and can be used as a tool for further research.Less

This book examines the politics of the United States' westward expansion, showing how the government's regulation of population movements on the frontier, both settlement and removal, advanced national aspirations for empire and promoted the formation of a white settler nation. The book details how a government that struggled to exercise plenary power used federal land policies to assert authority over the direction of expansion by engineering the pace and patterns of settlement and to control the movement of populations. At times, the government mobilized populations for compact settlement in strategically important areas of the frontier; at other times, policies were designed to actively restrain settler populations in order to prevent violence, international conflict, and breakaway states. The book examines how these settlement patterns helped construct a dominant racial vision for America by incentivizing and directing the movement of white European settlers onto indigenous and diversely populated lands. The book pays close attention to the failures as well, from the lack of further expansion into Latin America to the defeat of the black colonization movement. How did the federal judiciary transcend early limitations to become a powerful institution of American governance? How did the Supreme Court move from political irrelevance to political centrality? This book uncovers the causes and consequences of judicial institution building in the United States from the commencement of the new government in 1789 through the close of the twentieth century. Explaining why and how the federal judiciary became an independent, autonomous, and powerful political institution, the book moves away from the notion that the judiciary is exceptional in the scheme of American politics, illustrating instead how it is subject to the same architectonic politics as other political institutions. Arguing that judicial institution building is fundamentally based on a series of contested questions regarding institutional design and delegation, the book develops a theory to explain why political actors seek to build the judiciary and the conditions under which they are successful. It both demonstrates how the motivations of institution-builders ranged from substantive policy to partisan and electoral politics to judicial performance, and details how reform was often provoked by substantial changes in the political universe or transformational entrepreneurship by political leaders. Why are Americans governed by the rich? Millionaires make up only three percent of the public but control all three branches of the federal government. How did this happen? What stops lower-income and working-class Americans from becoming politicians? This book is a compelling and comprehensive account of why so few working-class people hold office—and what reformers can do about it. It debunks popular misconceptions (like the idea that workers are unelectable or unqualified to govern), identifies the factors that keep lower-class Americans off the ballot and out of political institutions, and evaluates a variety of reform proposals. The book shows that in the United States elections have a built-in “cash ceiling,” a series of structural barriers that make it almost impossible for the working-class to run for public office. Elections take a serious toll on candidates, many working-class Americans simply cannot shoulder the practical burdens, and civic and political leaders often pass them over in favor of white-collar candidates. But these obstacles are not inevitable. Pilot programs to recruit, train, and support working-class candidates have the potential to increase the economic diversity of our governing institutions and ultimately amplify the voices of ordinary citizens. Using a massive collection of Congressional texts and innovative experiments and methods, the book shows how legislators create an impression of influence through credit claiming messages. Anticipating constituents' reactions, legislators claim credit for programs that elicit a positive response, making constituents believe their legislator is effectively representing their district. This spurs legislators to create and defend projects popular with their constituents. Yet legislators claim credit for much more—they announce projects long before they begin, deceptively imply they deserve credit for expenditures they had little role in securing, and boast about minuscule projects. Unfortunately, legislators get away with seeking credit broadly because constituents evaluate the actions that are reported, rather than the size of the expenditures. Americans are disgusted with watching politicians screaming and yelling at one another on television. But does all the noise really make a difference? Drawing on numerous studies, this book provides the first comprehensive look at the consequences of in-your-face politics. The book contradicts the conventional wisdom by documenting both the benefits and the drawbacks of in-your-face media. “In-your-face” politics refers to both the level of incivility and the up-close and personal way that we experience political conflict on television. Just as actual physical closeness intensifies people's emotional reactions to others, the appearance of closeness on a video screen has similar effects. We tend to keep our distance from those with whom we disagree. Modern media, however, puts those we dislike in our faces in a way that intensifies our negative reactions. This book finds that incivility is particularly detrimental to facilitating respect for oppositional political viewpoints and to citizens' levels of trust in politicians and the political process. On the positive side, incivility and close-up camera perspectives contribute to making politics more physiologically arousing and entertaining to viewers. This encourages more attention to political programs, stimulates recall of the content, and encourages people to relay content to others. In the end, this book demonstrates why political incivility is not easily dismissed as a disservice to democracy—it may even be a necessity in an age with so much competition for citizens' attention.Less

But these investigations are far more than grandstanding. This book shows that congressional investigations are a powerful tool for members of Congress to counter presidential aggrandizement. By shining a light on alleged executive wrongdoing, investigations can exert significant pressure on the president and materially affect policy outcomes. This book constructs the most comprehensive overview of congressional investigative oversight to date, analyzing nearly 13,000 days of hearings, spanning more than a century, from 1898 through 2014. The book examines the forces driving investigative power over time and across chambers, and identifies how hearings might influence the president’s strategic calculations through the erosion of the president’s public approval rating, and uncover the pathways through which investigations have shaped public policy. Local government is the hidden leviathan of American politics: it accounts for nearly a tenth of gross domestic product, it collects nearly as much in taxes as the federal government, and its decisions have an enormous impact on Americans' daily lives. Yet political scientists have few explanations for how people vote in local elections, particularly in the smaller cities, towns, and suburbs where most Americans live. Drawing on a wide variety of data sources and case studies, this book offers the first comprehensive analysis of electoral politics in America's municipalities. Arguing that current explanations of voting behavior are ill suited for most local contests, the book puts forward a new theory that highlights the crucial differences between local, state, and national democracies. Local government is the hidden leviathan of American politics: it accounts for nearly a tenth of gross domestic product, it collects nearly as much in taxes as the federal government, and its decisions have an enormous impact on Americans' daily lives. Yet political scientists have few explanations for how people vote in local elections, particularly in the smaller cities, towns, and suburbs where most Americans live. Drawing on a wide variety of data sources and case studies, this book offers the first comprehensive analysis of electoral politics in America's municipalities. Arguing that current explanations of voting behavior are ill suited for most local contests, the book puts forward a new theory that highlights the crucial differences between local, state, and national democracies. This book answers the question of whether black and Latino legislators better represent minority interests in Congress than white legislators, and it is the first book on the subject to focus on congressional oversight rather than roll-call voting. The book demonstrates that minority lawmakers provide qualitatively better representation of black and Latino interests than their white counterparts. They are more likely to intervene in decision making by federal agencies by testifying in support of minority interests at congressional oversight hearings. Minority legislators write more letters urging agency officials to enforce civil rights policies, and spend significant time and effort advocating for solutions to problems that affect all racial and ethnic groups, such as poverty, inadequate health care, fair housing, and community development. This book argues that minority members of Congress act on behalf of broad minority interests—inside and outside their districts—because of a shared bond of experience and a sense of linked fate. The transformation of the American South—from authoritarian to democratic rule—is the most important political development since World War II. It has re-sorted voters into parties, remapped presidential elections, and helped polarize Congress. Most important, it is the final step in America's democratization. This book illuminates this sea change by analyzing the democratization experiences of Georgia, Mississippi, and South Carolina. It argues that Southern states, from the 1890s until the early 1970s, constituted pockets of authoritarian rule trapped within and sustained by a federal democracy. These enclaves—devoted to cheap agricultural labor and white supremacy—were established by conservative Democrats to protect their careers and clients. From the abolition of the whites-only Democratic primary in 1944 until the national party reforms of the early 1970s, enclaves were battered and destroyed by a series of democratization pressures from inside and outside their borders. Drawing on archival research, the book traces how Deep South rulers—dissimilar in their internal conflict and political institutions—varied in their responses to these challenges. Ultimately, enclaves differed in their degree of violence, incorporation of African Americans, and reconciliation of Democrats with the national party. These diverse paths generated political and economic legacies that continue to reverberate today. Focusing on enclave rulers, their governance challenges, and the monumental achievements of their adversaries, the book shows how the struggles of the recent past have reshaped the South and, in so doing, America's political development.Less

Yet many who were inspired by candidate Obama were disappointed in what he was able to accomplish once in the White House. They could not understand why he often was unable to leverage his position and political skills to move the public and Congress to support his initiatives. This book explains why Obama had such difficulty bringing about the change he promised, and challenges the conventional wisdom about presidential leadership. The book shows how we can ask a few fundamental questions about the context of a presidency—the president’s strategic position or opportunity structure—and use the answers to predict a president’s success in winning support for his initiatives. If presidential success is largely determined by a president’s strategic position, what role does persuasion play? Almost every president finds that a significant segment of the public and his fellow partisans in Congress are predisposed to follow his lead. Others may support the White House out of self-interest. Few transformations in American politics have been as important as the integration of African Americans into the Democratic Party and the Republican embrace of racial policy conservatism. The story of this partisan realignment on race is often told as one in which political elites—such as Lyndon Johnson and Barry Goldwater—set in motion a dramatic and sudden reshuffling of party positioning on racial issues during the 1960s. This book instead argues that top party leaders were actually among the last to move, and that their choices were dictated by changes that had already occurred beneath them. The book shows that the two parties' transformation on civil rights took place gradually over decades. The book reveals that Democratic partisanship, economic liberalism, and support for civil rights had crystallized in public opinion, state parties, and Congress by the mid-1940s. This trend was propelled forward by the incorporation of African Americans and the pro-civil-rights Congress of Industrial Organizations into the Democratic coalition. Meanwhile, Republican partisanship became aligned with economic and racial conservatism. Scrambling to maintain existing power bases, national party elites refused to acknowledge these changes for as long as they could, but the civil rights movement finally forced them to choose where their respective parties would stand. The Kansas Board of Education has repeatedly challenged the teaching of evolution, Kansas voters overwhelmingly passed a constitutional ban on gay marriage, the state is a hotbed of antiabortion protest—and churches have been involved in all of these efforts. Yet in 1867 suffragist Lucy Stone could plausibly proclaim that, in the cause of universal suffrage, “Kansas leads the world!” This book tells the story of religiously motivated political activism in Kansas from territorial days to the present. It examines how faith mixed with politics as both ordinary Kansans and leaders such as John Brown, Carrie Nation, William Allen White, and Dwight Eisenhower struggled over the pivotal issues of their times, from slavery and Prohibition to Populism and anti-communism. Beyond providing surprising new explanations of why Kansas became a conservative stronghold, the book sheds new light on the role of religion in red states across the Midwest and the United States. Contrary to recent influential accounts, the book argues that Kansas conservatism is largely pragmatic, not ideological, and that religion in the state has less to do with politics and contentious moral activism than with relationships between neighbors, friends, and fellow churchgoers. This book offers Roche's persistent progressivism as evidence for surprising continuities among the Progressive Era, the New Deal, and the Great Society. The book explains that Roche became the second-highest-ranking woman in the New Deal government after running a Colorado coal company in partnership with coal miners themselves. Challenging the traditional idea that voters identify with a political party out of blind emotional attachment, this pioneering book explains why party identification in contemporary American politics enables voters to make coherent policy choices. Standard approaches to the study of policy-based voting hold that voters choose based on the policy positions of the two candidates competing for their support. This study demonstrates that candidates can get a premium in support from the policy reputations of their parties. In particular, the book presents a theory of how partisans take account of the parties' policy reputations as a function of the competing candidates' policy positions. A central implication of this theory of reputation-centered choices is that party identification gives candidates tremendous latitude in their policy positioning. Looking at how armies supportive of democracy are built, the book argues that the military is the most important institution that states maintain, for without military elites who support democratic governance, democracy cannot be consolidated. The book also demonstrates that building democratic armies is the quintessential task of newly democratizing regimes. But how do democratic armies come about? What conditions encourage or impede democratic civil–military relations? And how can the state ensure the allegiance of its soldiers? The book examines the experiences of developing countries and the armed forces in the context of major political change in six specific settings: in the wake of war and civil war, after military and communist regimes, and following colonialism and unification/apartheid. It evaluates the army-building and democratization experiences of twenty-seven countries and explains which predemocratic settings are most conducive to creating a military that will support democracy. Highlighting important factors and suggesting which reforms can be expected to work and fail in different environments, the book offers practical policy recommendations to state-builders and democratizers.Less
