Over the past century, democracy spread around the world in turbulent bursts of change, sweeping across national borders in dramatic cascades of revolution and reform. This book offers a new global-oriented explanation for this wavelike spread and retreat—not only of democracy but also of its twentieth-century rivals, fascism, and communism. The book argues that waves of regime change are driven by the aftermath of cataclysmic disruptions to the international system. These hegemonic shocks, marked by the sudden rise and fall of great powers, have been essential and often-neglected drivers of domestic transformations. Though rare and fleeting, they not only repeatedly alter the global hierarchy of powerful states but also create unique and powerful opportunities for sweeping national reforms—by triggering military impositions, swiftly changing the incentives of domestic actors, or transforming the basis of political legitimacy itself. As a result, the evolution of modern regimes cannot be fully understood without examining the consequences of clashes between great powers, which repeatedly—and often unsuccessfully—sought to cajole, inspire, and intimidate other states into joining their camps.Less

In recent years, North American and European nations have sought to legally remake religion in other countries through an unprecedented array of international initiatives. Policymakers have rallied around the notion that the fostering of religious freedom, interfaith dialogue, religious tolerance, and protections for religious minorities are the keys to combating persecution and discrimination. This book argues that these initiatives create the very social tensions and divisions they are meant to overcome. It looks at three critical channels of state-sponsored intervention: international religious freedom advocacy, development assistance and nation building, and international law. It shows how these initiatives make religious difference a matter of law, resulting in a divide that favors forms of religion authorized by those in power and excludes other ways of being and belonging. In exploring the dizzying power dynamics and blurred boundaries that characterize relations between “expert religion,” “governed religion,” and “lived religion,” the book charts new territory in the study of religion in global politics. Why are unaccompanied migrant children living on the streets and routinely threatened with deportation to their countries of origin? Why do so many young refugees of war-ravaged and failed states end up warehoused in camps, victimized by the sex trade, or enlisted as child soldiers? This book provides the first comprehensive account of the widespread but neglected global phenomenon of child migration, exploring the complex challenges facing children and adolescents who move to join their families, those who are moved to be exploited, and those who move simply to survive. It looks at the often-insurmountable obstacles we place in the paths of adolescents fleeing war, exploitation, or destitution; the contradictory elements in our approach to international adoption; and the limited support we give to young people brutalized as child soldiers. The book challenges the prevailing wisdom that widespread protection failures are caused by our lack of awareness of the problems these children face, arguing instead that our societies have a deep-seated ambivalence to migrant children—one we need to address head-on. The book demonstrates how, in studying international politics, the conceptual and empirical sides of the analysis can be made to connect with each other, and how historical, theoretical, and even policy issues can be tied together in an intellectually respectable way. These essays address a wide variety of topics, from theoretical and policy issues, such as the question of preventive war and the problem of international order, to more historical subjects—for example, American policy on Eastern Europe in 1945 and Franco-American relations during the Nixon–Pompidou period. How do armies fight and what makes them victorious on the modern battlefield? This book challenges long-standing answers to this classic question by linking the fate of armies to their levels of inequality. Introducing the concept of military inequality, the book demonstrates how a state's prewar choices about the citizenship status of ethnic groups within its population determine subsequent battlefield performance. Treating certain ethnic groups as second-class citizens, either by subjecting them to state-sanctioned discrimination or, worse, violence, undermines interethnic trust, fuels grievances, and leads victimized soldiers to subvert military authorities once war begins. The higher an army's inequality, the book finds, the greater its rates of desertion, side-switching, casualties, and use of coercion to force soldiers to fight. The book draws on Project Mars, a new dataset of 250 conventional wars fought since 1800, to test this argument. Project Mars breaks with prior efforts by including overlooked non-Western wars while cataloguing new patterns of inequality and wartime conduct across hundreds of belligerents. The book also marshals evidence from nine wars, ranging from the Eastern Fronts of World Wars I and II to less familiar wars in Africa and Central Asia, to illustrate inequality's effects. Sounding the alarm on the dangers of inequality for battlefield performance, the book offers important lessons about warfare over the past two centuries—and for wars still to come.Less

Does growing economic interdependence among great powers increase or decrease the chance of conflict and war? Liberals argue that the benefits of trade give states an incentive to stay peaceful. Realists contend that trade compels states to struggle for vital raw materials and markets. Moving beyond the stale liberal–realist debate, this book lays out a dynamic theory of expectations that shows under what specific conditions interstate commerce will reduce or heighten the risk of conflict between nations. Taking a broad look at cases spanning two centuries, from the Napoleonic and Crimean wars to the more recent Cold War crises, the book demonstrates that when leaders have positive expectations of the future trade environment, they want to remain at peace in order to secure the economic benefits that enhance long-term power. When, however, these expectations turn negative, leaders are likely to fear a loss of access to raw materials and markets, giving them more incentive to initiate crises to protect their commercial interests. The theory of trade expectations holds important implications for the understanding of Sino-American relations since 1985 and for the direction these relations will likely take over the next two decades. The book offers sweeping new insights into historical and contemporary global politics and the actual nature of democratic versus economic peace.Less

This book traces how governments across Western Europe have responded to the growing presence of Muslim immigrants in their countries over the past fifty years. Drawing on hundreds of in-depth interviews with government officials and religious leaders in France, Germany, Italy, the Netherlands, the United Kingdom, Morocco, and Turkey, the book challenges the widespread notion that Europe's Muslim minorities represent a threat to liberal democracy. The book documents how European governments in the 1970s and 1980s excluded Islam from domestic institutions, instead inviting foreign powers like Saudi Arabia, Algeria, and Turkey to oversee the practice of Islam among immigrants in European host societies. But since the 1990s, amid rising integration problems and fears about terrorism, governments have aggressively stepped up efforts to reach out to their Muslim communities and incorporate them into the institutional, political, and cultural fabrics of European democracy. The book places these efforts—particularly the government-led creation of Islamic councils—within a broader theoretical context and gleans insights from government interactions with groups such as trade unions and Jewish communities at previous critical junctures in European state-building. By examining how state–mosque relations in Europe are linked to the ongoing struggle for religious and political authority in the Muslim-majority world, the book sheds light on the geopolitical implications of a religious minority's transition from outsiders to citizens. The desire for status is recognized as a key factor in nuclear proliferation, the rise of China, and other contemporary foreign policy issues, and has long been implicated in foundational theories of international relations and foreign policy. Despite the consensus that status matters, we lack a basic understanding of status dynamics in international politics. This book presents a theory of status dissatisfaction that delves into the nature of prestige in international conflicts and specifies why states want status and how they get it. What actions do status concerns trigger, and what strategies do states use to maximize or salvage their standing? When does status matter, and under what circumstances do concerns over relative position overshadow the myriad other concerns that leaders face? In examining these questions, the book moves beyond a focus on major powers and shows how different states construct status communities of peer competitors that shift over time as states move up or down, or out, of various groups. This book provides a compelling look at the causes and consequences of status on the global stage.Less

This book argues that hegemony should instead find expression in agenda setting, economic custodianship, and the sponsorship of global initiatives. Today, these functions are diffused through the system, with European countries, China, and lesser powers making important contributions. In contrast, the United States has often been a source of political and economic instability. Rejecting the focus on power common to American realists and liberals, the book offers a novel analysis of influence. In the process, they differentiate influence from power and power from material resources. Their analysis shows why the United States, the greatest power the world has ever seen, is increasingly incapable of translating its power into influence. The book's analysis formulates a more realistic place for America in world affairs.Less

This book challenges this received wisdom. Bringing the study of law and legality together with power, politics, and legitimation, it illustrates the complex politics of the international rule of law. The book draws on a series of timely case studies involving recent legal arguments over war, torture, and drones to demonstrate that international law not only domesticates state power but also serves as a permissive and even empowering source of legitimation for state action—including violence and torture. Rather than a civilizing force that holds the promise of universal peace, international law is a deeply politicized set of practices driven by the pursuit of particular interests and desires. The disputes so common in world politics over what law permits and what it forbids are, therefore, fights over the legitimating effect of legality. States are more likely to engage in risky and destabilizing actions such as military build-ups and preemptive strikes if they believe their adversaries pose a tangible threat. Yet despite the crucial importance of this issue, we don’t know enough about how states and their leaders draw inferences about their adversaries’ long-term intentions. This book draws on a wealth of historical archival evidence to shed new light on how world leaders and intelligence organizations actually make these intentions assessments. The book examines three cases: Britain’s assessments of Nazi Germany’s intentions in the 1930s, America’s assessments of the Soviet Union’s intentions during the Carter administration, and the Reagan administration’s assessments of Soviet intentions near the end of the Cold War. The book advances a new theoretical framework—called selective attention—that emphasizes organizational dynamics, personal diplomatic interactions, and cognitive and affective factors. It finds that decision makers don’t pay as much attention to those aspects of state behavior that major theories of international politics claim they do. Instead, they tend to determine the intentions of adversaries on the basis of preexisting beliefs, theories, and personal impressions. The book also shows how intelligence organizations rely on very different indicators than decision makers, focusing more on changes in the military capabilities of adversaries. Drawing upon the classical republican conception of liberty, the book shows that a people can be unfree even though they are not oppressed. This condition of unfreedom arises as a consequence of being subject to the arbitrary or enormous power of men like Berlusconi, who presides over Italy with his control of government and the media, immense wealth, and infamous lack of self-restraint. Challenging our most cherished notions about liberty, the book argues that even if a power like Berlusconi's has been established in the most legitimate manner and people are not denied their basic rights, the mere existence of such power makes those subject to it unfree. Most Italians, following the lead of their elites, lack the minimal moral qualities of free people, such as respect for the Constitution, the willingness to obey laws, and the readiness to discharge civic duties. This book reconstructs the major arguments of Karl Marx's Capital and inaugurates a completely new reading of a seminal classic. Rather than simply a critique of classical political economy, the book argues that Capital was primarily a careful engagement with the motives and aims of the workers' movement. Understood in this light, Capital emerges as a profound work of political theory. Placing Marx against the background of nineteenth-century socialism, the book shows how Capital was ingeniously modeled on Dante's Inferno, and how Marx, playing the role of Virgil for the proletariat, introduced partisans of workers' emancipation to the secret depths of the modern “social Hell.” In this manner, Marx revised republican ideas of freedom in response to the rise of capitalism. Combining research on Marx's interlocutors, textual scholarship, and forays into recent debates, the book traces the continuities linking Marx's theory of capitalism to the tradition of republican political thought. It immerses the reader in socialist debates about the nature of commerce, the experience of labor, the power of bosses and managers, and the possibilities of political organization. Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. This book explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, the book finds that domestic constraints in presidential and single-party parliamentary systems—in countries such as the United States and Britain respectively—differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, the book also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.Less

Over the past two decades, governments have delegated extensive regulatory authority to international private-sector organizations. This internationalization and privatization of rule-making has been motivated not only by the economic benefits of common rules for global markets, but also by the realization that government regulators often lack the expertise and resources to deal with increasingly complex and urgent regulatory tasks. This book examines who writes the rules in international private organizations, as well as who wins, who loses—and why. It examines three powerful global private regulators: the International Accounting Standards Board, which develops financial reporting rules used by corporations in more than a hundred countries; and the International Organization for Standardization and the International Electrotechnical Commission, which account for 85 percent of all international product standards. The book offers both a new framework for understanding global private regulation and detailed empirical analyses of such regulation based on multi-country, multi-industry business surveys. It finds that global rule-making by technical experts is highly political, and that even though rule making has shifted to the international level, domestic institutions remain crucial. Influence in this form of global private governance is not a function of the economic power of states, but of the ability of domestic standard-setters to provide timely information and speak with a single voice. The book shows how domestic institutions' abilities differ, particularly between the two main standardization players, the United States and Europe.Less

This book charts the developments and trends in the creation and role of international courts, and explains how the delegation of authority to international judicial institutions influences global and domestic politics. The book presents an in-depth look at the scope and powers of international courts operating around the world. Focusing on dispute resolution, enforcement, administrative review, and constitutional review, the book argues that international courts alter politics by providing legal, symbolic, and leverage resources that shift the political balance in favor of domestic and international actors who prefer policies more consistent with international law objectives. International courts name violations of the law and perhaps specify remedies. The book explains how this limited power—the power to speak the law—translates into political influence, and it considers eighteen case studies, showing how international courts change state behavior. These states have small nuclear arsenals, often face multiple active conflicts, and sometimes have weak institutions. How do these nuclear states—and potential future ones—manage their nuclear forces and influence international conflict? Examining the reasoning and deterrence consequences of regional power nuclear strategies, this book demonstrates that these strategies matter greatly to international stability and it provides new insights into conflict dynamics across important areas of the world such as the Middle East, East Asia, and South Asia. The book identifies the diversity of regional power nuclear strategies and describes in detail the posture each regional power has adopted over time. Developing a theory for the sources of regional power nuclear strategies, the book offers the first systematic explanation of why states choose the postures they do and under what conditions they might shift strategies. It then analyzes the effects of these choices on a state's ability to deter conflict. Using both quantitative and qualitative analysis, the book shows that, contrary to a bedrock article of faith in the canon of nuclear deterrence, the acquisition of nuclear weapons does not produce a uniform deterrent effect against opponents. During the 1920s and 1930s, power was often ignored or vilified by international relations scholars—especially in America. This book explores how this changed in later decades by tracing how power emerged as an important social science concept in American scholarship after World War I. Combining intellectual history and conceptual analysis, the book examines power's increased presence in the study of international relations and looks at how the three dominant approaches of realism, neoliberalism, and constructivism treat power. The clarity and precision of thinking about power increased greatly during the last half of the twentieth century, due to efforts by political scientists, psychologists, sociologists, economists, philosophers, mathematicians, and geographers who contributed to “social power literature.” The book brings the insights of this literature to bear on the three principal theoretical traditions in international relations theory. It discusses controversial issues in power analysis, and shows the relevance of older works frequently underappreciated today.
